South Carolina offers a voluntary pre-k program, often referred to as First Steps 4K, which provides free, full-day preschool for qualifying four-year-olds. This program is managed by South Carolina First Steps, the state's early childhood agency, in partnership with the South Carolina Department of Education and educators.
